For 2 years now I have cycled through what ever mother nature could throw at me. In Vienna we get the lot, +38 (sometimes) right down to -20 degrees with snow, ice and plenty of thunder storms. Keeping warm isn't too much of a problem when it's really cold as when cycling your body generates plenty of heat as long as the face, hands and feet are kept nicely covered. I have adopted the skiing stance waring a ski jacket, ski gloves, ski helmet with ear covers, snood scarf, waterproof hiking tousers, thermal underware and hiking boots. For when it isn't too cold but there is a chance of rain I keep my rain gear in my rucksack just in case. In summer shorts and a t-shirt are all you need. Riding through the snow is fun, but takes more effort and concentration, but then again so does walking in the snow. The bike paths are usually kept freeish of snow and ice, but when it gets colder I change my slick tyres for some with a bit more width 23s to 28s and grip treads (the chunkyness can just be seen in the picture & how cold it was that day a chilly -13.6deg). Because I am dressed up like a michelin man I probably would bounce and be unharmed if a fell off (well I hope so anyway). People think I am mad, but I am not the only here.
